You want XCOM 2 to run at high af fps? Good, then use this.
I have created this because of the simple reason that the game crashes if you edit and make the XComengine.ini file to read-only (if you have lots of mods like me ( *100+*)

1. Install this to "\XCOM 2\Binaries" or "\XCom2-WarOfTheChosen\Binaries".

2. For the BaseEngine.txt file, Navigate to \XCOM 2\XComGame\Config or \XCOM 2\XCom2-WarOfTheChosen\XComGame\Config and open up Defaultengine.ini. Now paste this to system settings.
(DO NOT SET TO READ-ONLY)
Resolution is optional. If you don't want your resolution tampered, just set ResX=0 and ResY=0.

3. Then, all you have to do is launch the game by the mod launcher (XCOM 2\Binaries\Win64\Launcher or
XCom2-WarOfTheChosen\Binaries\Win64\Launcher) and once you go to the main menu, press the tilde key (~) and type in "exec UltraFpsV2.ini", press enter, then "exec SystemSettingsV2.ini", press enter. (These are not case sensitive). You MUST include the .ini.

You MUST have console enabled for this. (The Mod Launcher given by Firaxis does this by default, so launch the game using that method).

(You can ignore this if you are using V6, as it completely kills the need for any lighting problems... because it removes all lighting in the game) VVV
Two values that are troubling; such as "show lighting" and "show worldambient". This can cause lighting problems in certain maps, so you can enable/disable these values in the console using "show lighting 0/1" and "show worldambient 0/1". Becareful as enabling world ambient can make certain maps too dark and other maps to work fine. Along with "show lighting", it can cause the skyranger to show no lighting to be absolutely dark.

If YOU WANT lighting in the game, simply do not edit the LightMap and ShadowMap lines in the DefaultEngine.ini file (from step 2), and remove viewmode unlit, show postprocess, show worldambient, show lighting, and show gi lines in the UltraFpsV2.ini file. This still has lighting issues in the game, because of how extensive the graphical changes the files themselves already do.

To explain what this mod does
1. Showbsp 0 basically degrades geometry
2. Showdecals 0 basically disables decals
3.show dynamicshadows 0 disables specific shadows
4.show fog 0 disables fog
5.show lensflares 0 disables lens flares
6.show postprocess 0 disables post processing
7.show speedtrees 0 improves speed overall
8. show terrain 0 degrades terrain quality
9. show motionblur 0 disables motion blur
10. show depthoffield 0 disables depth of field
11. show imagereflections 0 disables image reflections
12. show subsurfacescattering 0 improves performance overall
13. show tessellation 0 disables tessellation
14. show SSAO 0 disables specific ambient occlusion
15. show TiledAO 0 improves overall performance
16. show lightshafts 0 disables light shafts that usually comes from windows, exterior lighting to interior
17. show temporalAA 0 disables specific ambient occlusion
18. show postprocessAA 0 disables more post processing

20. show ssr 0 disables some reflections
21. show imagegrain 0 disables graining 
22. show Sprites 0 improves overall performance
23. show Splines 0 improves overall performance
24. show fullmotionblur 0 disables motion blur

These values are input in to forcefully disable performance impacting graphical entities via console commands.

This works in WOTC and Vanilla XCOM.

You must execute them to get additional FPS.
Here is the required order;
1. Ultrafpsv2.ini
2. Systemsettings.ini

These files allow for FPS increase.

Scaledecr.ini decreases resolution by -25% (inverse additive)
Scaleincr.ini increases resolution by +25% (additive)
This is for customization of resolutions.

NOTE: Scaledecr.ini causes UI issues and is unrecommended for use.

***IMPORTANT NOTE***
Show unlittranslucency 0 is enabled in Ultrafpsv2.ini. This disables hazard view in the game, however, the hazard exists and you will be able to know a hazard is there from you moving the character. (Hazards include fire, poison, enemy reinforcement flares etc.)
To simply view environmental hazards again, delete "show unlittranslucency 0" from the UltraFpsV2.ini file.
