In a seedy bar swarming with snake women, naked psychic Sectoids and angry armoured Mutons, I can only imagine what nefarious deeds he'd done to incur XComs wrath.He was lucky we caught him alive though - On this current playthrough, with Legend Difficulty active plus a number of mods that add extra enemy spawns - I tend to just blast most VIPs dead and make a blind dash for the extraction point.
