I know I'm a little late, but you can do it yourself pretty easily:
1) go to \...\Steam\steamapps\common\XCom-Enemy-Unknown\XEW\XComGame\Localization\INT\ 2) find XComGame.int 3) search for XGTacticalGameCoreNativeBase underneath you'll find both normal and psi rank names and abbreviations.

It works with EU, I'm using it. And for those of you craving to take the cross-over thingy to the next level, use one of these files to change the soldiers' nationality armor blackflag into the Systems Alliance flag. Use ONLY ONE file at a time, don't use both of them together. It'll change ALL nationality backflags to the SA flag (but not the ones in the soldiers' list). The work on the insignia is realy awesome ... but i wish i could get a few more indication on wht to do with it once i DL .. rewriting the rank is not a problem its just the insignia i don t get
