Removes NPC voice lines when being stopped by police or pirates.

For those of us who have heard one too many 'drop the cargo' lines.
Disables voice lines from NPCs in non-player-owned ships when stopped by police or pirates.
Police and pirate interactions with owned ships is declared separately, so those should still happen.
It's hard to test those without some way to trigger them, so if anyone notices them not triggering, let me know and I'll take a look.
Combat chatter is set up for all NPCs in one place, so removal is a bit more difficult. 1.1 has the first steps of removing that dialogue.
1.0 had a major issue that likely prevented it from working. 1.1 should resolve that.
