A new progression formula, rebuilt from scratch.

Permissions and credits
This mod changes the original hiring fee formula with a more streamlined one.
Vanilla X4 uses a simple formula that works until a certain pilot skill value (20); when pilot skill value exceeds the threshold then it abruptly raises crew hiring cost to extremely high values, with 4-5 stars pilots costing hundred of millions / billions of credits (!).
This mod aims to prevent this from happening. New formula uses a serie of "do_if" conditions to separate different skill tiers.

- Every tier uses a different coefficient - easily configurable.
- Maximum cost in Cr is (roughly) the average value of an Asgard.
- Lower tier crew members will cost more (not that much). Average crew members will cost at least one million.
- Under tier 10 it still uses original $combinedskill * 225 formula.

Someone would argue that new values are too cheap for money-sinking endgame solutions like 4-5 stars pilots, but personally I find too strange even in a game like X4 that a single pilot would cost more than an ultimate battleship.

Feel free to adjust values to your liking anyway.
