It essentially does the same as you get with custom game start. It doesn't matter if HQ is available from the start or not, Dal will spawn when HQ is available.
Why not just use custom start? a) I don't want to. My reasons are my own. b) You can use this in a custom gamestart when you don't want hq spawned immediately and you don't want to do HAT plot ever.
