If you want to add your own custom background in menus follow this tutorial

Installation

Extract the downloaded 7z archive to your game directory, i.e. C:/GOG Games/The Witcher 3 Wild Hunt GOTY, or use Vortex.
Navigate to <game directory>/bin/config/r4game/user_config_matrix/pc and open "dx12filelist.txt".
Add the line "modExtendedUI.xml;" (without quotes) to the end of the file, save, and close.

Uninstall

Delete modExtendedUIConfig from your mods folder
Go to <gamedir>\bin\config\r4game\user_config_matrix\pc and delete modExtendedUI.xml
In the same folder open "dx12filelist.txt", remove the line "modExtendedUI.xml;" from the end of the file, save, and close.
