I think i managed to "fix" this for next gen. All you really gotta do is is find "guiEnchantingInventoryComponent.ws" inside The Witcher 3\content\content0\scripts\game\gui\_old\components make a copy of that file and open both that and the mods file and just copy the boots, pants and gloves part in the middle from the mods file to the one you made a copy of. Should look like this after you're done.
Now all this does is it make boots, pants and gloves show up if they have 3 rune slots. Since i know nothing about modding i didn't dare change anything else and instead got "Rune Slots with DLC" which adds 3 rune slots to everything.
Now save it and replace the file in the mod with the one you edited. Seems to work as far as i can tell, i put rotation on boots and it worked.
