Potions of Clearance and Potions of Restoration cost 100 crowns

If you don't like skills you picked in the early game, 1,000 crowns can be hard to get. If you want to try out a different build, 1,000 crowns might make you want to save beforehand to see if the new build you want is any fun, because 1,000 crowns is a bit of a steep cost.
This fixes that issue. The Potion of Restoration had it's price lowered by 90%, making it cost only 100 crowns instead. It's no longer a difference between buying those Gwent cards from a vendor over changing your skills around. It also lets you experiment with different builds without worry.
In addition, the Potion of Clearance from the Blood and Wine expansion had it's cost cut to 100 crowns, letting you change the ability points you used for Mutations around.
Modifies:
- dlc\bob\data\gameplay\items\def_item_alchemy_potion.xml
- gameplay\items\def_item_alchemy_potion.xml
