Bind a button to toggle hood and cape on/off

Recommended Mods:
Hood and Cape recolor

Installation:
 - Copy the file into your mods folder
 - Go to your input.settings file in Users\[YOUR USER NAME]\Documents\The Witcher 3
 - Add this under [Exploration] [Horse] [Combat] and whatever else you want IK_8=(Action=HoodToggle) and IK_9=(Action=CapeToggle)

By default its the number 8 (IK_8) and 9 (IK_9) key, but you can change the 8 and 9 to whatever key you like (IK_[insert whatever key you want])

Know bug: 
 - Hair on some monsters dissapears and doesnt come back (only affects Hairworks).
