Obedient Steed makes your horse more compliant. Specifically: if you command your horse to run, it will (except when out of stamina). Bumps in the road, bridges, walls, fences, vegetation, cliffs, water or even busy city centers, it doesn't matter. No longer will Roach (or any horse) suddenly stop for a minor (or major) annoyance.
This does mean that you are now totally responsible: you can run from cliffs, or get booted off when you go into too deep water. You (sadly) and your horse won't take fall damage though, the game doesn't account for this scenario and I don't see any easy/obvious way the change that so far.
Note: You can still collide with bigger stuff, but if you make steering corrections you will retain your speed, the horse will stay in the running animation.

It's not compatible (by default) with other mods that change the same file, unless you use Script Merger to merge the changes (or merge manually). Note: Vortex includes Script Merger functionality out of the box. Follow the prompts in Vortex, or run it manually.
