reduces wind effect on fabrics that should be shielded from wind or that clip

Takes away wind effects from fabrics, either because the area is sheltered from the wind, or because it would clip through walls, or both.
So far the following areas have been fixed
- flags in Novigrad walls interior
- flags in Novigrad main square armorer
- flag in oxenfurt armoror
- increased LOD of a bunch of flags in novigrad and oxenfurt cities
Let me know of other areas like this. where fabric clips or seems like it should be sheltered from the wind. I can also try lowering the effect wind has on certain fabrics instead of turning it off completely.
With vanilla weather settings type in command "changeweather(WT_Rain_Storm)" to get maximum amount of wind the game offers.
