This file does not really do anything on its own. You should download WolvenKit to use this with it. Basically audio modding in Witcher 3 is possible now. Installation:
Download the file
EXTRACT the archive to some folder.
Run Wwise_v2013.2.9_Setup.exe and tick everything and accept everything.
You can run Wwise 64-bit after the installation is complete.
