Today I decided to replay this game and can't do it without that mod. The creator of that mod seems to have abandoned it though, so I've spent the past hours to learn how to mod and pulled a lot of hair out in the process. 
But my perseverance came out on top and my OCD can rest easy now.

Anyway...

In short: Weapons and armour now always drop with their highest possible attributes. Base damage still depends on item level, which is unchanged.
For example: 
The Relic Arbitrator can drop with a critical hit damage bonus varying from 10% to 50% and a 1% to 10% chance to dismember. These values are normally randomized, but with this mod this sword will always drop with the best possible values.

I've quickly scouted through the DLC's but there don't seem to be any randomized stats in any of the weapons there, save for some stick (which I ignored). So I think I'm done.
Some quick in-game testing was done by spawning in relic swords to make sure it works. The mod is tested on the GoG GOTY version, 1.31.

1.02: I've also included low-end weapons now, like rusty swords, secondary weapons and basic armour and also made the quality of items static. I'm not sure if it's everyone's cup of tea, as from what I saw thus far you can expect much better drops.

1.03: Fix for the Hjalmar relic sword and Devine relic sword. Thankfully, if you already have one of these swords in your inventory, the fix should be retroactive. (Tested with Devine sword.)
For some reason the original game files have a lower max value than min value for some of these swords' traits. I figured I'd change the max value to the lowest value, since the game would probably pick the low value anyway, but after I found the Devine sword in-game I noticed that this is not the case, since there was something odd with its stats. Long story short: Fixed.

1.04: I was working on another mod and for some reason a file from that mod ended up in version 1.03 of this mod. This is quite a nuisance since users of 1.03 will have lost their stacks of bolts.
I'm terribly sorry and hope people know how to use console commands to get them back. Needless to say, it's fixed in 1.04.



I created this mainly for myself, but figured I'd share it with people who would like this as well. Feel free to give me feedback, but please don't expect much more from me in the way of changes/additions.
I doubt there are any, but if you have any problems, please let me know.

Installation: 
Just extract and drop the mod into your \mods folder. Please don't ask me to create a Nexus Mod Manager version, because I have no idea how to do that and have no interest in it either.
Maybe the mod manager is very intelligent and knows what to do with the file you can download, I dunno. Please don't hit me. I'm not a worldstar modder and have not uploaded a mod on the Nexus in ages.
