Very simple config modification repair rendering shadows 2 meters from Geralt face. Without any FPS loss :)
Just go into My Documents/The Witcher 3/user.settings - open the file user.settings with notepad, find CascadeShadowDistanceScale0=1
and change it to CascadeShadowDistanceScale0=5
Save it and play the game.
You can download my user.settings file - but I don't recommend to replace your file because this will change all graphic settings to my - also can broke some mods. Please use it only as a example.
Better Quality Settings:
Further rendering shadows but with some fps loss (not so big, for me is it about 2-4 fps max in Novigrad).
CascadeShadowDistanceScale0=8
CascadeShadowDistanceScale1=2
CascadeShadowDistanceScale2=1
CascadeShadowDistanceScale3=1
CascadeShadowmapSize=3072
CascadeShadowQuality=2 (or higher)
