Please readNew update available!
The newest update is from Sarcen so i copied and pasted is info here

1.21 Debug Console dll (temp)Since the one on nexus hasn't been updated yet and I'm too impatient to wait I fixed and recompiled my own version again.

link 1: Debug Console Enabler.dll Made by Sarcen

You will still need the dsound.dll from made by Skomski and Co
                                                                                               link 2: dsound.dll

and put my debug-console-enabler.dll in The Witcher 3\bin\x64\plugins

it doesn't have the custom binds that the one on the nexus has though. Just the console F2 and the freecam F1.

So if anyone else doesn't want to wait...

"Simple tweak dll that re-enables the debug console."

Download and paste the included files
to "\The Witcher 3 Wild Hunt\" main folder!

Enable debug console ingame (not main menu) with "F2 or ~ or ' for UK keyboard ".
                                                                                                        Freecam F1

If your game doesn't start

download and install Visual C++ Redistributable Packages for Visual Studio 2013

Check your anti virus software

Some anti virus tools delete the dsound.dll from your \x64\ game dir,
this happens because it's detected as a "false positive" so
add a exception for this file in your anti virus settings.
