The first start with 1.31, the programm say, congratulations for the GOTY edition, but i haven't buy "the" GOTY-Edition, i have only all DLC, Does the GOTY-Edition look different in the menu?
Interesting mod. Can you make standalone package with hidden version of the game only? That v 1.21 or v 1.30 or v X.XX under Witcher 3 logo is destroying composition of main menu in my opinion
Are you using the steam version? I have the GOG version and I don't think it's happened since heart of stone (tbh I don't remember it ever happening). Come to think of it, maybe it's because I don't have any dlc installed?
Your user.settings file might be on "read-only" mode, that's why it keeps popping up. You can open it and check the line "HasSeenEP2WelcomeMessage". Set it to "true" and it never shows again.
It's super nice to have when you leave the game and come back after say 1 year, you literally don't remember what patch version your on or anything else you have.

For me, it was God Mode. I had to merge with friendly hud getting all priority and then go back and manually add the god mode lines to the script.

edit: it was a script merger error. Some compatibility issues with 'Atmospheric nights' mod. I don't know how to fix it.
