It seems many roads lead to Rome.. depending on the search term you may never find this mod ["dark weapon" "dark effect"],
as I did - searching ["remove" "visual effects" "dark mode" "edges"]. Well, Kudos & Credits!
Anyway, I was

Roaming from dragonbird's outdated mod (27 June 2013, 6:49AM) to gamefaq forums (this is actually where the idea for this particular mod comes from..)
and after several hours of trial & error...
Both versions keep the DarkSet Bonus (life leech) & remove the visual and audio effects

*version two* screen does not grey out when you draw a dark weapon [RemoveVisualEffects_DumpDarkScreen.zip]
*package* package with different base_scripts.dzip files to simply switch between the moods (vanilla, keepdarkscreen, dumpdarkscreen)
*tested with* Witcher2 EE v3.4 (fresh install & either version one or two)
*equipment* any complete dark mode set(including the swords)
just in case
! BACKUp your savegames (documents\Witcher2\gamesaves) and your base_scripts.dzip file (Witcher2\CookedPC) !

Merge with other Mods:
Do it yourself - Step by Step -
To unravel your current base_scripts.dzip file use Gibbed Red Tools
Then you need a text editor (i.e Notepad++) to modify the appropriate *.ws files:
[Note: theCamera.Play/Stop command Turns on/off "blurring edges+sound"; SetDarkEffect(true/false) command Turns on/off "screen greys out"]
*Remove blurring/sound, keep dark effects(screen greys out)*
- Search each file for theCamera.PlayEffect('dark_difficulty')
- Replace it with theCamera.StopEffect('dark_difficulty')
number of changes:
--> three in player.ws (lines are as follows 1064; 1090; 6633)
--> one in combatsilver.ws (line 51)
--> one in combatsteel.ws (line 51)
- Save the files and RePack your base_scripts folder as mentioned above.Launch
or
take another step if you want to get rid of the dark effects as well:
*Remove dark effects(screen does not grey out when you draw a dark weapon)*
- Search each file for SetDarkEffect( true )
- Replace it with SetDarkEffect( false )
number of changes:
--> two in player.ws (lines are as follows 1065; 1091)
--> one in combatsilver.ws(line 49)
--> one in combatsteel.ws (line 49)
- Save the files and RePack your base_scripts folder as mentioned above.Launch
