Makes the game display high res textures and prevents texture downscaling, even when using -dontforceminreqs.

I found and edited the .2da file that controlled the rate of texture downscaling, and max texture size. The edit will force the game to use the highest texture setting. Because of this, I only recommend this if you know your PC is capable at running the game with textures set to high, but the texture setting is bugged due to the -dontforceminreqs fix.
This edit to the TexSettings.2da file is compatible with any texture replacement mod.
To install add the file to your Override folder in your Witcher directory. Should be C:/.../The Witcher Enhanced Edition/Data/Override
