To use portraits, place the pictures in:
This PC > Documents > My Games > Wasteland2DC > Custom Portraits
If you do not already have a "Custom Portraits" folder, it is because you haven't taken a snapshot of a custom character yet. Simply create a folder, or take a snapshot of a custom charcter.
