Basically this gives all factions the ability to build their first city like the space marines(Drop down from the ui), Also places coop towers at every starting zone so that you can teleport your units to your allies to enable a better coop experience as it won't matter if the game places you and your allies at different locations. Necrons can build their first city on a non tomb, may change later.
