Sorry I didn't see this until now, the tools I used were Fmodel, and Unreal engine 4.27. I don't know of any good UE modding guides but some may exist. Basically you need to re-construct the games folder structure so your changes overwrite that of the base games. You can use Fmodel to figure out the folder structure, you then need to recreate that structure in UE4. If you're looking to package the mod with UE4, you should name your project "Boltgun" when creating the project in Unreal.
For packaging what you can do is use Unreal engine, In this video Russel goes over how to enable custom chunk assignments and how to packaged files. You can start to ignore the video past the 15 minute mark, the tutorial is on modding UE games with the Unreal Mod Loader. Once you have your pak file, place it in your boltgun paks folder like how you would install my crosshair mod.
