German translation for PlantEverything 1.4.0+ submitted by Daimonicon. To use, set EnableLocalization to true and Language to german in the config file, then place this file alongside Advize_PlantEverything.dll

Added [Seeds] configuration options category with 4 new settings. These settings normalize the amount of seeds that drop from the various tree types, and allow the user to define seed drop rates and amounts.
