I do believe this might be the VS selection screen from either SF4 or SSF4, and it's part of the game files.
Since it looks nicer than the USF4 screen, I took the file and put in a folder to have it loaded instead of the USF4 screen.
To install, just drop the contents of the zip file inside your game folder at:
...\Steam\steamapps\common\Super Street Fighter IV - Arcade Edition\patch_ae2_tu3
The mod shouldn't overwrite any file, but make sure to have a backup of your original files before installing the mod.
