About this mod
Game rebalance to make encounters more challenging and interesting. Meant to be used for another playthrough with endgame builds after finishing the base game (+DLCs) with Challenge Mode/Paranoid and other difficulty settings.
All modded enemies have masteries and gear within their level constraints and mastery board limits.

Installation instructions
- Use TroubleTool to unpack game files: https://github.com/K0lb3/TroubleTool
- Copy/paste the Dictionary folder into the main folder.
- Copy/paste the other folders into Data.
- Toggle Game Data Source to Data (default is Pack)
- when a small non-gameplay update eg bug fix or translation is released, do this again to reapply mod
- Click Apply Settings
- Launch game
- Remember to unpack after official patches too.

AI Improvements
Confirm Target: lowered priority. Snipers are more likely to shoot you immediately, and will not use Confirm Target when their vigor is below 20.
Battle Cry: lowered priority.
Recharge: use if not in overcharge.
Rampage
Changed heuristics so enemies will use it without caring about how many teammates are close to them. This pairs with the earlier change to Rampage that prevents them from attacking allies.
Changed AI to not use any item abilities when they have Rampage, including grenades.
Adjusted AI used when unit has Rampage debuff so it considers not only the number of targets that an attack can hit, but the damage dealt as well.
Additional Booster: AI will only use this when they can see an enemy.
Reduced Timas' extremely strong tendency to stay in bush even when enemies are close by.
Increased enemy Hunters' range at which they'll throw traps.
Vigor Restoration: prevent AI from using this when they're in Overcharge, because there's no vigor costs.
Increased HP threshold for AI to want to heal the following enemies with Impulse Fields from 33% to 50%:

Masteries
Punishment: now applies to not only the unit's team but to allied teams (for example, if there are two split Spoonist teams in the mission definition).
Soft Hails: The mastery's bonuses to dodge chance now also apply to block chance. Cold SP gain occurs on block, not dodge, and there are many anti-dodge mechanics, so this makes the mastery more useful.
Added Treasure Hunter to mastery ban lists.
Awakening True Colors: Now counts Genetics masteries as well as Instinct masteries.

Dusk Marksman: Removed Lottery because it was not necessary for their board slot limits. Now they can get nice ability masteries like Eyes of the Sniper or Overwatch.
Andrei, Felix, Mercenary Scoundrel: Upgraded wrist guard to Indigo Reinforced Mungo Wrist Guard; it's a direct upgrade of all stats from Frost Black-Iron Leather Wrist Guard. I won't do this upgrade for Black Clown Masks because I'm feeling nice.
Garry: Increased Weapon tier from Rare to Epic.
Houcheng
Removed Threat.
Shuffled human masteries to give Keyboard Warrior instead of Egoist.
Added Keen Reflexes. He can now get Quick Thief from Challenge Mode.
Jeff: Reduced likelihood of summoning Crimson Pig, and raised the likelihood of summoning Crimson Fang and Crimson Cloud.
Julio: Further increased Heal priority except when he's in Rage AI state.

Replaced Guilty Conscience with Honesty to complete Seeker of Enlightenment set. They can now gain The Best Snipe and One Headshot at a Time sets!
