It's simple as it is his title. It makes 8 Turns/Year from 5 T/Y (2 winter/2spring/2summer/1harvest/1automn) . It changer 5 turns per reform with 4 T/R so you can have 2 R/Y. And bonus you have 3x line of sight so you can see better your enemy approaching :) . Enjoy

This mod edits DB files: agents_tables campaign_rounds_tables technology_nodes_tables
So any mod that do the same thing won't work with it.
