I conquered everything on the map on Legendary difficulty and won the game. This save game takes place after the AI has been allowed to reconquer almost the entirety of Japan with only two provinces under Otomo control, the AI has many fully upgraded provinces of player design, with all the AI factions hostile towards the player.
