Contrary to reports that Cole Phelps, well-decorated officer and police detective at the LAPD, drowned in the sewers of Los Angeles, he actually turned out to be alive and well, secretly exacting revenge against Roy Earle and whoever it is that wronged him in the department. Somehow at some point Cole discovered the fine art of sidewalk surfing from a bunch of bored teenagers who experimented with attaching roller skates onto wooden planks.
