I've adjusted the appearance probabilities of specific affixes, which were previously higher, to be nearly the same as those of other affixes.

I found inspiration from the RNG_Overhaul mod, but since it hasn't received updates for a while, it appears that the mod's creator has likely moved on from the modding community. As a result, I've chosen to rewrite it entirely from scratch.
Like the original mod, prefixes and suffixes can be attached to all epic and legendary items. Additionally, I've adjusted the statistical deviation of prefixes and suffixes to 50%.
Moreover, while the RNG_Overhaul mod previously only applied 70 prefixes and suffixes, now all affixes are included.
