This is just the .ini file, you will need the latest version ReShade to use it ( https://reshade.me )...
To install, place it in your game's data folder where the .exe is located ( D:\Games\The Sinking City\TSCGame\Binaries\Win64 ).
To install ReShade, launch the installer & select the game's .exe - the one in the Win64 folder where you placed my file.
Select the game's API - it is DX11, then ReShade will ask if you want to download any .fx files, select all of them & click okay to download them & click okay to install them.
Now ReShade should say Succeeded! You can close the installer now.
If the game CTD or won't start you will need to go into the game's data folder where you installed ReShade & rename the OpenGL file to d3d11.
To open the ReShade menu in-game press the Home (pos1) key on your keyboard. Click the drop-down menu & select my file, if my file is not in your drop-down menu you will have to manually type it in by pressing the + symbol next to the drop-down menu & type in the full name of my file just like this Dunwich_ReShade.ini & press enter.
To close the ReShade menu press the Home (pos1) key on your keyboard.
