On July 26th 2022 EA has made a disturbing decision to introduce the gross and weird looking body hair to the base game. This mod removes the chance for random townies to have this "feature", but it's still available in CAS if you really want it to set it manually.
Update 19.02.2023 If it doesn't work anymore please post an alternative solution in the comments if you know any, or try playing around with Sims 4 Studio.
