Im in full control of both countries, still i can't.
No more. Now you can forget about your needs for claims(for federate/unificate).
It's not really a mod. Its an edited Assembly-CSharp.dll(and better not to try this on another versions). If you are in fear for malware you can edit that yourself with dnSpy(edit should work with almost any version of game).
Installation: Download file. Make a backup of existing Assembly-CSharp.dll. Unpack to Terra Invicta\TerraInvicta_Data\Managed\ No new game is needed.
Uninstallation: Restore Assembly-CSharp.dll from backup.
