This mod modifies 2 cvars to disable the paint filter in Tales of Arise, the first cvar affects the elements near you and the latter the elements far from you, if you want to know more, i'll write something more detailed at the end of the page.
INSTALLATION INSTRUCTIONS
->You need SDK-Arise
->Download the Engine.ini in the files section and move it to "%localappdata%\BANDAI NAMCO Entertainment\Tales of Arise\Config\WindowsNoEditor", if you already have other mods that modify Engine.ini, you can simply open it and copy and paste the 2 lines under [/Script/Engine.RendererSettings].
To uninstall this mod simply delete the 2 lines in Engine.ini under [/Script/Engine.RendererSettings]

Now if you want to know more about how this works here you can find many cvars used by this game, i tried to change a few of them to disable the filter, and managed to do it by modifying StageFilterMinDistanceTO14 and StageFilterDistanceFadeTO14. The former should affect the minimum distance to calculate before applying the filter, the latter affects how far the filter gets applied to the image. In theory, if you wanted to remove the filter you should have set a high number on the stagefiltermindistance and a negative number to stagefilter distance fade. In practice, to remove the filter you have to do the opposite, idk why.
You can play with other values such as StageFilterFarMinDistanceTO14, which gave me strange black lines in the sky (you'll get them even if you change the values in my mod to extreme values) and StageSharpenFilterStrengthTO14, that tells the engine how much sharpen to apply
