Tactics Ogre Reborn is full of unusual interactions and it is impossible to tell which are simply weird design choices and which are actual bugs. Seriously play a bit with the damage calculator made by Rucession and you will understand what I mean. What I call the "offhand bug" must be unintentional judging from the enemies loadouts. Generally in vanilla Reborn if you don't fill both hand slots of a unit with 1h weapons or a weapon and a shield the game will completly ignore your weapon in damage calculations for spells and specials. This can lower your spell damage especially once you have weapons with elemental bonuses and makes two handed weapons much worse. Since most mage enemies have explicitly set the off hand to empty they almost never benefit from their weapons. This bug doesn't affect finishers and basic attacks. So as a workaround I set every spell and special to have a preferred weapon in cudgels which allows them to read your weapons properly in each case even if you don't have that preferred one eqipped. I play tested this change somewhat and I believe it works properly although there are minor quirks, like getting hit by monster specials can give you skill exp and Dances can have a wrong animation.
Installation Instructions: Just unzip in your TOR installation folder and overwrite files. This mod replaces just two files FileTable.bin and battle_data_release.dat. I would advise making backups of originals first. Mod should be safe to install or remove at any moment. Due to how TOR mods work this is probably not compatible with other mods, but mod authors can easily include this fix by making similar changes in effect types.
