Basically you have 3 different options, in order to get a fully functional map in game!
The first option is to find two different maps that you are able to scan and afterwards, you can find these static maps in your PDA. The first map is of Glacial Basin and the other of Altera.

The second option is to use the picture frame in the game and add a picture of the subnautica map that you can find on google

The third option is to use a mod called subnautica map, which can show your exploration of the game in real time!
