After much headache, I finally earn the Dust Off achievement. I've decided to share this with anyone who is struggling to pop it. All you have to do is add it to an existing save file by sacrificing an ironman.sav so I recommend a new game.
Play it and wait for the survey ship to finish the excavation. You must have all major DLC otherwise you cannot play it.
