So I put Stellaris away for a few months to play Baldur's Gate 3 and when I finally get bored of that and decide to update Stellaris and play a new galaxy, what do I find? My leaders are sucking up all my unity. Why are they doing this? Because the devs, in their infinite wisdom, apparently decided at some point, possibly after smoking too many things that would get them arrested in some parts of the world, that high level leaders should be less useful to have than low level leaders, which was certainly a decision. It was absolutely, definitely a decision. And somebody made it. Why? I don't know. Maybe they don't like having fun or something. Who knows?
Anyway, I, myself, being the weirdo that I am, prefer game balance that actually makes sense. Therefore, I have removed the upkeep multiplier that makes leaders less useful every time they level up. You're welcome.
