Now, I know this mod already exists. Stating that upfront cause I know some chucklehead is gonna bring it up if I don't. And yes it does, but I think it missed a few lines, or it's outdated or something I don't know, because when I tried using it while playing HvV in IAO I still heard the announcer sometimes. So I decided to do it myself.
Let me know if you hear any lines that I missed.
