Epohh Friends no more
Ferengi vendor realized that silence is good for business.
The Gingerbread Guy only speaks when spoken to. All his "Snownmen are coming down x Lane" comments are gone, but the dialogue when you talk to him directly still works.
All events are untouched, just in case you want to be notified when one starts.
Install: Unzip the file. Put the "sound" folder inside your 'localdata' folder: Star Trek Online\Star Trek Online\Live\localdata
If you installed via Steam, the path most likely looks like this: C:\Program Files (x86)\Steam\steamapps\common\Star Trek Online\Star Trek Online\Live\localdata
Be careful, there are two localdata folders. Use the one below \Live\
