Simple rebalance that makes damage more consistent between ammo types.

Changes include:

1: Ammo damage consistency
New base damages based on caliber are as follows;

--7.77mm = 12

--6.5mm CT = 10

--.43 Ultramag = 35

--.23 Caliber = 18

--.45 ACP = 30

--7.62x39mm = 32

--9x39mm = 45

--12 Gauge = 80

--15x25 CLL = 75

--11mm = 25

--.50 Caliber = 80

--7.5mm Whitehot = 55

--1.5kv LZR Cart = 20

--3kv LZR Cart = 24

--Explosive/Particle/Magnetic weapons and the Auto Rivet are untouched

2: A couple weapon caliber/function changes
A couple weapons weapons had their caliber changed because they'd otherwise be redundant

--The Beowulf had its caliber changed from 7.77mm to .43 Ultramag since reducing its base damage just made the Beowulf into a worse Grendel.

--The Lawgiver was changed from .50 Caliber to 7.5mm Whitehot since increasing its damage to match Hard Target made it redundant

--The Old Earth Assault Rifle had its fire rate reduced but damage increased to try and emulate an actual AK better

--The Kodama had its base fire rate reduced from 17 to 12 and projectiles reduced from 3 to 1. The bleed damage still enables the Kodama to outperform the Grendel in damage, While the Grendel still wins out in capacity

--The Arc Welder now uses 1.5kv Carts and acts as a alternate weapon option for that ammo type

--The Orion does above normal damage per shot (40 rather than the normal 24 for its ammo) but this is split between its four beams and each beam can cause enemies to bleed. The beams on their own don't handle armored targets well, but bleed ignores armor so just keep blasting.

3: Fire rate/Reload speed changes
Various weapons had their fire delay reduced slightly or reload speed slightly increased. It always bugged me how some guns has a huge delay between shots despite supposedly being semi auto, and some guns felt too sluggish to reload.

4: Removed the damage changes for different fire modes from all weapons.
I hate when games do this, especially single player games

5: Added missing weapon tiers and rebalanced all tiers to be much more cohesive
Most weapon quality tiers (Magnetic weapons are untouched) now increase damage by equal amounts per tier, and weapons like the Sidestar and Eon now have Advanced tiers (Please let me know if the newly added tiers don't work. I'm more than pretty sure they should since I copied someone else's homework)

I mostly made this mod for my own use, but feel free to make suggestions for ways you think it could be improved.
