Rebalances RWB towards a more vanilla damage scaling curve while keeping improved "lower" tier weapons upgrades and other fixes.

I kept many of the ideas from Royal Weapon Balance intact, but found some of the balance off for my taste, so these are my revisions.

Full Auto gets a buff across the board (compared to vanilla) and will always be higher DPS than Semi of the same weapon.

Improved damage from some pistols I felt were still lacking, namely the Solstice, Eon, Rattler, Sidestar, and a slight boost to Razerback.

Rifles have been mostly toned down from RWB to be roughly as good or slighty better than vanilla Beowulf. An Advanced Beowulf in Vanilla has 495 base DPS in Full or Semi Auto. My changes will result in most rifles having a lower Semi Auto DPS than this, but a higher Full Auto DPS.

Lawgiver has a large buff from vanilla damage, but in RWB, it scaled to higher damage than Hard Target. My changes keep Hard Target at a higher damage per tier than Lawgiver, but both with be comparable.

Like RWB, 'starter' weapons like the Maelstrom and Grendel are significantly improved.

Too many specific changes to list, but those are the general points.
