a) Use Vortex mod manager (Just make Vortex is properly set to your Starfield.exe game folder)
or
b) Extract the 'Data' folder into main game directory. Some examples:
C:\Program Files (x86)\Steam\steamapps\common\Starfield
D:\SteamLibrary\steamapps\common\Starfield
Where ever your Starfield.exe is.
Don't forget to add the StarfieldCustom.ini file into your Documents\My Games\Starfield. If you don't have one, create a new txt and rename in StarfieldCustom.ini

If you are still having trouble changing the .txt to .ini, make sure to uncheck hide extensions for known file types in your control panel. With that enabled it making the you won't be able to change ".txt" to ".ini". So you will end up with something like "StarfieldCustom.ini.txt"
You can also try directly saving from the notepad as a .ini as well.

If you are still having problems with the Data folder coming back in My Documents like I was then:
Baka Disable My Games Folder
The trick here is to make sure your Data folder only exist in your game directory and not in the My Documents/My Games/Starfield folder.
