Do you just want to mess around in the game and not do the prerequisites for the perks? This simple bat file's for you if you don't want to deal with it.
1. Unpack the file into the game folder (e.g. "SteamLibrary\steamapps\common\Starfield")
2. Open the console using the tilde (~) key
3. To apply, run "bat perks"
4. You'll have to do it at least 4 times to get it to rank 4, otherwise that's it!
