It turns out Vortex changed long standing installation folder format to require everything be inside the "data" folder. Without automatically detecting the difference like MO2 does. I do not like this change, and hope Nexus adds automatic detection of the old format.

A more comprehensive version of this fix is included in Security Checkpoints Dialog Fix, and as such, this mod is redundant.
This is because the game incorrectly uses a "CrimeBountyAmount" global variable. This variable was only intended to be used for an arrest interaction, and is only updated at the beginning of an arrest in order to display the payable bounty in dialog with the guards. This variable's value is never cleared at the end of this interaction.
Checking this global variable for the Neon guard comments not only reports outdated bounties, it will also fail to report any active bounty if no guard ever attempted to arrest you for it.
This mod sets your actual current bounty amount for "CrimeBountyAmount" during the Neon guard interaction, so they will correctly comment on your bounties.
