Extract either version of jacket (+ optional black pants if you want) to
C:\Users\yourname\Documents\My Games\Starfield
For modding to work you need the mod below, sometimes creating your own .ini file doesn't work (for whatever reason, i haven't figured it out), but this mod worked for me:
Base StarfieldCustom.ini to Enable Loose File Mods at Starfield - Nexus Mods
*very limited testing has been done so far*
