If the 3rd person camera is way too close while flying in either the phantom or ghost, the fix I found was to save any modification to the ship (literally anything), and then take off in 3rd person. The camera should sit much further away.
In order to make modifications, you need some mods: Ship Builder Unrestricted Ship Builder Tolerance Tweaks For the Unrestricted mod, you will need to implement the limit remover and download the cheat engine executable. Launch Starfield, run the executable, and then check the following boxes (you can check any you want just make sure you at least have these): Reactor Count Remove weight limit for grav drive Remove minimum landing gear Remove max power restrictions For tolerance I personally used "toleranceBig."
