This a text file command that when activated in-game gives all 115 skill books.
To gain the permanent effect all you need to do is view them once.
If you are looking for a specific book, open the txt file and find it manually - everything is labeled.
Note: This may disable achievements.
To avoid this...
Steam users: Baka Achievement Enabler (SFSE)
Xbox PC: Starfield Achievement Enabler
Copy file available for download in your Starfield root directory - that would be where Starfield.exe is located.
Open console in-game and type
You need to drop them on the ground and then pick them back up before viewing them for it to take effect

Effects:
CombaTech Catalogue: Increases the range and accuracy of CombaTech weapons. [5 issues]

Mining Monthly: Increases tool-grip weapon damage. [10 issues]
Neon Nights: Unlocks additional chem recipes. [5 issues]
New Atlantian: Unlocks additional food recipes.[10 issues[
Nova Galactic Manual: Reduces the fuel needed for a grav jump. [10 issues]
Peak Performance: Improves different skill stats. [5 issues]
Solomon’s Adventures: Increases weapon damage at night. [5 issues]
Tracker’s Prime: Increase to EM weapon damage. [5 issues]
UC Defense Manual: Increase to magazine size and bash damage for Allied Armaments Guns. [5 issues]
Va’Runn Scriptures: Increase to sneak bonus and increase to melee sneak attack damage [10 issues]
Vanguard Space Tactics: Increase to ship weapon damage. [5 issues]
