      I don't think there's one specific place to get it but you could open the console and type: player.additem 0029080D 1
      This will give you the hat but be warned this will also disable achievements but you could use an achievement enabler mod to fix this problem

   Vortex: So the description says it's a retextured pool ball, but mine is literally just a poolball? Blue 2?
   
   Loose: Put the files Into Documents - My Games - Starfield - Data. It is now a Pokeball, but when viewing it in the menu it's sideways. All good tho.
   
   All my other textures have a folder inside the Texture folder which is inside the Data folder. This mod has you put it right there in the data folder.

      I don't use vortex so I don't know how it installs mods, but I always start with the data folder
      
      Edit: It looks like Vortex just got an update that will fix this problem
