Created an alternate version for casting (this is cheat as it doesn't use Mana). It still check if you have the power unlock.
New Stream Deck Profile that contain 2 folder one name (5x3) and the other (XL). Please, let me know if the (5x3) version is working for you who have that device.

Double click on the StreamDeckProfile to enable it into your StreamDeck Application. From there you can right click the folder you see "Copy" and than change to your default profile and right click a empty space and "paste" it.
Place "Hotkeys.ini" in %userprofile%\Documents\My Games\Starfield
If you already have a "Hotkeys.ini" make sure the lines in the provided "Hotkeys.ini" for the version you choosed are present, otherwise your keybind will not work.
Also If you previously used a file called "StarfieldConsole.ini", the line "sConsoleINI=Hotkeys.ini" in the file "StarfieldCustom.ini" will make the file "StarfieldConsole.ini" stop working as it will use "Hotkeys.ini". You must merge your files into "Hotkeys.ini" if needed. I'll not provide more help.

Keybind preset for my preferences (can be edited in Hotkeys.ini). Order of modifiers is important - use them in this order: Shift, Ctrl, Alt. Note that if you edit the keys and planned to use it for StreamDeck, you will also need to edit each tiles on your StreamDeck.
