The .esm type has been changed from medium to full master. I read on Reddit that it's not recommended to use medium masters due to bugs with the way the game loads them. To avoid risks, I’d rather set it as large from the start.

This mod changes interior locations to exterior locations within cities to reduce loading screens.
How to install
It can be installed at any point in the game.
Some important considerations for this type of installation: moving an interior cell to an exterior one involves recreating references like actors and re-linking references through scripts in quests that are already running. So far, no bugs have appeared in my testing.
It can also be installed just before starting a New Game Plus (NG+).
This is the most compatible scenario, as each time you start an NG+, all game quests reset, eliminating the risk of NPCs or references being unlinked from their respective quests
How to uninstall?
If you uninstall this mod in a savegame where the mod has already been loaded, the NPCs in the interior locations will become bugged (disconnected from their quests). This will automatically fix itself upon entering the Unity and starting a New Game Plus (NG+).
To avoid any type of bug, I recommend uninstalling the mod before entering the Unity and starting a New Game Plus (NG+).
Limitations
The Image Space Modifier for Neon City Core is different from the Image Space Modifiers used by each interior cell; for this reason, lighting may vary in the exterior versions of each cell.
